Does frame stiffness change how the wheel feels?

Yes, and it is the most underrated part of a rig. Any movement in the frame is force that was meant for your hands going into the structure instead, which reads as a soft, delayed feedback signal. It is also why brake feel depends on the frame: if the pedal mount flexes, the pressure you apply is partly deforming the rig rather than being measured.

Is 8040 profile necessary or is 4040 enough?

Larger profile is stiffer and heavier, and for direct drive bases above roughly 10 Nm the larger section earns its place. Below that, well braced smaller profile is usually adequate. Bracing and joint quality matter more than raw section size, and a poorly assembled large profile rig can flex more than a carefully built smaller one.

Can a cockpit be moved out of the way?

Neither of these folds. If the rig has to disappear between sessions, both are the wrong purchase and a folding cockpit is the honest answer, even though it is less rigid. A rig that is a chore to set up gets used twice a month, which is a much bigger problem than a little frame flex.

Which is better for a tall or short driver?

Profile, because the wheel deck and pedal plate slide anywhere along the rails rather than moving between fixed holes. A steel cockpit has a designed range that suits most people and excludes some at each end. If you are well outside average height, check the published adjustment range before buying a fixed frame.
